PENGUATAN LITERASI KONSUMEN CERDAS MELALUI KOLABORASI PEMERINTAH DAN PELAKU USAHA DI TANGERANG SELATAN

The growth of the digital economy in South Tangerang City demands stronger consumer literacy to empower the public in protecting their rights. This study aims to analyze the level of consumer literacy, evaluate the roles of government and businesses, and formulate a collaborative strategy to foster smart and protected consumers. A mixed-methods approach was employed, combining quantitative surveys involving 300 respondents with qualitative methods such as in-depth interviews and focus group discussions with key stakeholders. Secondary data were obtained from policy documents and consumer protection reports. Data analysis was conducted using descriptive statistics and thematic analysis. The results indicate that most respondents have basic knowledge of consumer rights but lack understanding of complaint mechanisms and legal protections. The dissemination of consumer information is still limited, and business participation in literacy efforts remains minimal. Respondents emphasized the need for integrating consumer literacy into formal education and mass outreach through digital platforms. Strategic recommendations include strengthening regulations, developing educational platforms, and providing incentives for businesses involved in consumer literacy programs. This study offers evidence-based policy insights for local governments and serves as a strategic reference to build a sustainable consumer literacy ecosystem in the digital era
