Abstract

This study aims to analyze the factors in the implementation of CAT-based CPNS selection in improving efficiency and transparency. The type of research used is qualitative with a descriptive approach. The research object is the CPNS selection process for the 2024 formation within the BKPSDM Office of Southwest Papua Province. The research population includes all stakeholders in the selection process. The sample was taken using purposive sampling, consisting of 4 (four) key informants: a successful candidate, an unsuccessful candidate, a selection committee member (Head of Procurement Division), and the Head of UPTD BKN Sorong. Data collection techniques were carried out through semi-structured interviews, observation, and documentation studies. Data analysis used the interactive model of Miles and Huberman through the stages of data reduction, data display, and conclusion drawing/verification. In terms of strengths, the CAT system was considered to significantly enhance transparency and accountability through real-time question randomization, instant result announcements, and live broadcasts via YouTube channels, which substantially reduced opportunities for unfair practices. The system was also deemed more operationally efficient compared to conventional methods. However, the main challenges lay in non-technical factors such as limited physical building capacity, high infrastructure rental costs, and the need to improve the digital literacy of prospective participants. The final conclusion of the study indicates that the successful implementation of CAT depends on the synergy between infrastructure readiness, human resource capacity, regulatory support, and commitment to good governance. The strategic recommendations proposed include the construction of an independent CAT laboratory by the local government and the intensification of digital literacy socialization and training programs for the community.
